The issue with the initial SharePoint 2013 SP1 release has been fixed. Read about it in my earlier post here: Hold off on installing SharePoint Server 2013 Service Pack 1 (SP1).
For customers with the buggy SP1 installed, just install the updated release over it and run the products and configuration wizard (psconfig) immediately.
For customers without SharePoint 2013 SP1, please install the updated release.
